UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a new study of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their finances, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising savings to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

One local authority in southeast England announced its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

The survey of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will need to raise council taxes next spring to address the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and financial savings,” said a council leader.

He added: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

Research of county councils recently further found local finances being strained by the growing number of children and adults needing special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of deprivation and demand,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the last year, the study found.
